For at least the past year, GameStop and its subsidiary ThinkGeek have partnered with DC Comics to sell a wide variety of Jim Lee-branded merchandise. Since 2019 is Batman's 80th anniversary and since Lee illustrated Jeph Loeb's Hush, one of the most-acclaimed Batman stories ever, GameStop commissioned a series of exclusive statues based on Lee's depictions of Gothamites. Batman, Catwoman, and Joker were based on their appearances in Hush. Batgirl is based on a splash page from All-Star Batman & Robin, The Boy Wonder. Harley Quinn is based on Lee's cover for Rebirth Suicide Squad Issue 4. The statues share a common circular base.
When I got the other 4 statues on Tuesday, the GameStop store didn't have the Harley Quinn statue in stock. Today, I went to a ThinkGeek store instead to complete the set.
The packaging is rather basic, though I prefer the use of one plastic window instead of Diamond Select Toys's four plastic windows, which make a box structurally weak. The statue is made of plastic and comes in three pieces. The right foot has a peg that goes into the base. Oddly, you have to insert the peg at a slight angle favoring Harley's right side. The statue has a tendency to lean backwards when you move it.
Be VERY careful when putting the mallet handle under Harley's hands. On Instagram, I saw a picture of a statue that had been assembled by a GameStop employee. That person inserted the handle between the right thumb and fingers, so the handle is extremely curved. The handle is supposed to go under her right wrist, like in the Issue 4 cover.

Harley Quinn is about 7.5-inches tall, the same as Catwoman and Joker. This makes her 5-foot, 7.5-inches tall "in real life". The overall height is about 8.75 inches to the top of the buns in her hair.
Aside from the peg and possible balance issues, this is a very good statue. I suppose one could nitpick about the lack of text on the shirt, but I think the statue looks cleaner this way.
I know some "completists" might've wanted to see a Jim Lee Harley Quinn statue based on her appearance in Hush to accompany Batman, Catwoman, and Joker, though DC Collectibles has already made one. Caveat emptor -- that Red/White/Black statue is undersized for its line, which means that it'll certainly be dwarfed by the statues in this line.
